SeaPort Enhanced (SeaPort-e) made electronic procurement of Engineering, Technical and Programmatic support services at NAVSEA a reality. The Navy Virtual SYSCOM (VS) Commanders (NAVAIR, NAVSEA, NAVSUP and SPAWAR) have decided to leverage the successes and efficiencies of the SeaPort-e business model by designating SeaPort-e the vehicle of choice for future Engineering, Financial, and Program Management contractor support services. This decision emphasizes the Navy Virtual SYSCOM’s focus on implementing cost-effective and integrated business practices to better support our Navy.

Quality Assurance Process

Technatomy recognizes that quality products and services depend upon establishing and enforcing well-thought-out quality control standards, practices, and procedures from the first day of the project until delivery of the final product. Currently, Technatomy is defining procedures that span the entire program. The standards apply to code and documentation, evaluating product conformance to documented requirements and standards, and evaluating compliance with the established standards and procedures.

Our approach has four tenets:

  • Involve quality control early in task planning;
  • Emphasize independent reviews of all deliverable products;
  • Establish and enforce workmanship and planning standards; and
  • Use of the Quality Performance Survey.

Technatomy’s ISO 9001:2008 Quality Control Processes is built around the principle of an integrated team. Technatomy program managers and project manager will meet regularly to discuss project status, issues and concerns. Additionally, the program manager will review at least quarterly the program’s status and any issues requiring senior executive assistance. At the beginning of the contract, Technatomy and Task Order management will determine the quality control procedures for the deliverables.

These procedures will identify the areas where quality must be ensured, determine specific performance criteria, document inspection and test procedures, schedule the inspections and tests, and track and monitor the program’s progress. Our procedures detail specific standards, forms and checklists against which items are evaluated. Technatomy personnel, in concert with government personnel, will clearly identify the quality attributes the system or software must satisfy.

Once the prioritized set of attributes is defined, metrics for measuring these attributes will be de-fined. Measuring against these standards, the Task Order QA personnel can easily determine whether the delivered products are acceptable. Quality control personnel will maintain complete and accurate records of the results of each review, audit or inspection conducted during development and maintenance. This will provide evidence that the development or maintenance process conformed to established procedures, and will provide data to identify ways to improve development.
